Linux server systems have the Linux operating system (a.k.a. Linux OS) installed on them - as well as lots of other Linux server software - and these server systems are used to run some type of Linux server software "on top of" the Linux OS.
For example, a Linux web server has the Linux OS installed on it and the OS is the "foundation" used - to run the Linux web server software "on top of" the Linux OS.
This is very commonly done to run the very popular Apache web server. The Linux OS boots and runs in the memory of the server and then the Linux OS automatically runs the Apache web server software (on top of the OS).
It has been estimated that 80% of the web servers in the world are running on the Linux operating system and these Linux systems are either using the Apache web server or some other Linux web server software.
Note: Even though it hasn't looked obvious, you've used an Apache web server to access web pages thousands of times!
In addition, here are just some of the many other types of Linux servers that are being used constantly:

Linux file servers (Samba servers) are being used to provide users with program and data files
Linux FTP servers (a.k.a. file transfer protocol servers) are used to transfer programs and data
Linux email servers deliver millions of email messages every day
Linux print servers (CUPS print servers) provide access to local and network printers
Linux DNS servers (a.k.a. domain name servers) are used to translate domain names to IP addresses
and there are lots of other types of Linux servers (on the Internet and in Organizations) being used for many other tasks
